Second Uzbek reporter convicted of slander

OCT. 15 2010 (The Conway Bulletin) — Uzbekistan convicted a reporter of slander, insult and disturbing the peace. The judge fined Abdulmalik Boboyev, who works for US-funded Voice of America, $10,000 but did not jail him. Mr Boboyev was the second Uzbek reporter convicted but not sent to jail by Uzbek authorities in a week, the same week an Uzbek delegation visited Washington for talks.

Georgian visa rules relaxed for N.Caucasus

OCT. 13 2010 (The Conway Bulletin) — Georgia started a visa-free entry regime for citizens of Russia’s north Caucasus. They are allowed to stay in Georgia without a visa for 90 days. Georgia said it decided to waive the visa requirements to boost trade across the Caucasus mountains. Russia called it a provocation.

Iranian defence minister visits Baku

OCT. 10 2010 (The Conway Bulletin) — Iran’s defence minister, Ahmad Vahidi, led a delegation to Azerbaijan to discuss improving military cooperation. Iran has diplomatic relations with both Azerbaijan and Armenia, who are still officially at war over the disputed Nagorno-Karabakh region.

NATO promises Georgia membership

OCT. 1 2010 (The Conway Bulletin) — On a trip to Tbilisi, NATO Secretary-General Anders Fogh Rasmussen said NATO remained committed to granting Georgia full membership of the alliance. The day before a landmine in Afghanistan killed four Georgian soldiers, including a colonel. Georgia has about 925 soldiers in Afghanistan.

Reporter goes on trial in Uzbekistan

OCT. 7 2010 (The Conway Bulletin) — A reporter for U.S.-funded radio station Voice of America went on trial in Uzbekistan accused of slander and posing a threat to public order, news agencies quoted a local human rights group as saying. Reporter Abdumalik Boboyev faces up to eight years in jail.

Tajikistan boosts cooperation with Iran

OCT. 3 2010 (The Conway Bulletin) — The Iranian and Tajik energy ministers endorsed a memorandum of understanding on improving cooperation between the two countries on a range of issues from industry to social affairs, Iran’s Fars news agency reported. Iran and Tajikistan have worked on improving ties through the year.

Armenia and Azerbaijan row over a prison death

OCT. 6 2010 (The Conway Bulletin) — Armenia and Azerbaijan argued over the death of an Armenian man found hanged in an Azeri jail. Azerbaijan said it had arrested Manvel Saribekyan for spying and that he had committed suicide. Armenia said Saribekyan was a herdsman who accidentally strayed into Azerbaijan and that he had been murdered.

Kyrgyz-Russia airbase deal fails

SEPT. 24 2010 (The Conway Bulletin) — Despite indications that a deal had been made, Kyrgyzstan and Russia failed to finalise an agreement to allow Russian military bases to remain in Kyrgyzstan. However, both sides said it was only a matter of time before a new deal, expected to allow the bases to remain for another 49 years, was signed.

Russia agrees to air base deal in Kyrgyzstan

SEPT. 23 2010 (The Conway Bulletin) — Russia and Kyrgyzstan have agreed a new deal to keep four Russian military bases in the country, RIA Novosti news agency quoted a senior Russian military officer as saying. RIA Novosti did not give details but said it will be signed on Sept. 24. The United States also has a base in Kyrgyzstan.

Turkmenistan agrees gas pipeline deal to Pakistan

SEPT. 21 2010 (The Conway Bulletin) — Turkmenistan, Afghanistan and Pakistan agreed a framework for a gas pipeline project estimated at $3.3b. The TAPI project was planned in the 1990s but war in Afghanistan has delayed it. TAPI aims to pump gas from Turkmenistan across Afghanistan to Pakistan and India.
