Turkmen deputy PM visits China

FEB. 20 2011 (The Conway Bulletin) – During a week-long visit to China by Turkmenistan’s deputy PM Maisa Yazmuhammedova, China’s state councillor Liu Yandong thanked Turkmenistan for its support over Chinese policy towards Taiwan, Tibet and Uyghur separatists in the west of the country.

Uzbekistan boosts relations with Japan

FEB. 8/10 2011 (The Conway Bulletin) – Japanese and Uzbek state-run metals companies pledged to jointly explore uranium deposits in Uzbekistan during an official visit by Uzbek President Islam Karimov to Tokyo. Mr Karimov and Japanese Pm Naoto Kan also said they wanted to strengthen bilateral relations.

Azerbaijan and Armenia square up over Nagorno-Karabakh

FEB. 11 2011 (The Conway Bulletin) – Tough, war-like language from both Azerbaijani and Armenian officials over the disputed region of Nagorno-Karabakh is not uncommon but the warning from Azerbaijan’s defence minister, Safar Abiyev, that his country is preparing to retake the region should not be ignored.

Over the last year tension has risen around Nagorno-Karabakh, a landlocked mountainous region. International peace negotiators appear to be making little progress and analysts say another war is not unimaginable.

Every week gunfire shatters a shaky ceasefire imposed over Nagorno-Karabakh in 1994 after 22,000-25,000 people had died and 1m had fled fighting that started in 1992. Analysts say skirmishes killed around 30 soldiers last year.

Mutual distrust and animosity between Azerbaijan and Armenia have also triggered an arms race. Azerbaijan, in particular has boosted its defence spending by about 12 times since 2000.

And the implications of another seemingly localised war in Nagorno-Karabakh are likely to be far wider. The complex series of allegiances and alliances in the South Caucasus could drag neighbours Iran, Turkey and Russia into a conflict.

In a 20-page report published on Feb. 8, the influential Brussels-based think tank International Crisis Group summed up what failing to prevent a war would mean. “The fighting would be intense and drawn out, affect large swathes of territory, endanger many civilians and destroy critical infrastructure,” it wrote.

AZERBAIJAN: Baku warns of Nagorno-Karabakh war

FEB. 11 2011 (The Conway Bulletin) – Media reports quoted Azerbaijan’s defence minister Safar Abiyev as saying Azerbaijan is preparing to retake the disputed territory of Nagorno-Karabakh from Armenia. Top Azerbaijani officials have previously threatened war against Armenia but tension around Nagorno-Karabakh has risen recently.

US signs deal on fuel supply for Kyrgyz airbase

FEB. 9 2011 (The Conway Bulletin) – The United States signed a fuel supply deal for its Manas airbase in Kyrgyzstan which will split the lucrative contract 50:50 between a state company and the Gibraltar-registered Mina Corp. The company had been the sole supplier under the previous government, a deal criticised for its lack of transparency.

Iran to build $500m cement plant in Tajikistan

FEB. 12 2011 (The Conway Bulletin) – Iran will spend $500m building a cement plant in Tajikistan, its ambassador in Dushanbe told media (Feb. 9). Later Tajik foreign minister Hamrokhon Zarifi praised the growing cooperation between the two countries.

Kazakhstan’s economy booms

FEB. 14 2011 (The Conway Bulletin) – In 2010 Kazakhstan’s GDP grew by 7% and its trade surplus almost doubled to $29.5b, its national statistics office said. The statistics office also said that for the first time China was the biggest buyer of Kazakhstan’s exports with 17.1% of the total.

Turkish PM visits Kyrgyzstan

FEB. 1/2 2016 (The Conway Bulletin) – Turkish PM Recep Tayyip Erdogan visited Kyrgyzstan. During the trip, Mr Erdogan met with Kyrgyz President Roza Otunbayeva and PM Almazbek Atambayev. Kyrgyzstan and Turkey agreed to relax visa regulations and strengthen ties.

US issues security warning for Azerbaijan

JAN. 29 2011 (The Conway Bulletin) – The US State Department issued a terrorism warning to its citizens in Azerbaijan. It said that “based on terrorist threat information” US citizens were potential targets. It did not specify the nature of the threat but it said US citizens should vary their routes to work.

Russia’s new French warships worry Georgia

JAN. 25 2011 (The Conway Bulletin) – France finalised a deal to sell four warships to Russia, worrying Georgia and the US. The ships are amphibious assault ships that will be able to deploy helicopters, armoured vehicles and soldiers. Georgia has said that the ships could be deployed against it.
