Azerbaijan releases two opposition activists

MARCH 19 2015 (The Conway Bulletin) – Azerbaijan released two opposition activists from prison, part of an amnesty ordered by Azerbaijani president Ilham Aliyev. Orkhan Yeubzade, a youth activist, was arrested in October on drug related charges. Bashir Suleiman, head of an election watchdog, was convicted of hooliganism.

Aliyev blames the West for anti-Azerbaijan campaign

MARCH 20 2015 (The Conway Bulletin) – In a public speech, President Ilham Aliyev blamed the international community for launching an anti-Azerbaijan campaign ahead of the European Games this summer.

This is important because analysts have been saying that Mr Aliyev has increasingly turned his back on the West. The United States and the EU have been increasingly vocal critics of his clampdown on civic society.

“This campaign, in fact, has never been stopped, but in the run-up to important international events this campaign becomes even uglier,” he said.

“We were faced with it three years ago in 2012, on the eve of the Eurovision contest. We are seeing it today, on the eve of the European Games. This is a well-coordinated anti-Azerbaijani campaign managed from one or several centres.”

The inaugural European Games, set to be staged in Baku in June, is a sensitive issue for Mr Aliyev.

He desperately wants to showcase Azerbaijan and to gloss over its more unsightly aspects such as a stalling economy and criticism over its human rights record.

According to the US-funded Radio Free Europe/Radio Liberty, Azerbaijan is spending $4b on the European Games.

In his speech Mr Aliyev stated that the main reason for the campaign is the current strength of the country. “

“It is also natural that the stronger Azerbaijan gets, the more pressure it comes under. Our independent policy is not to everyone’s liking though,” he said.

Erkin Gadirli of the ReAl oppositional movement said in an interview to Berlin-based Meydan TV that Mr Aliyev’s speech showed that he was increasingly paranoid about criticism in the international media.

HRW wants improved human rights in Kyrgyzstan

MARCH 22 2015 (The Conway Bulletin) – The New York-based Human Rights Watch (HRW) challenged European leaders to use a trip to Europe by Kyrgyz president Almazbek Atamabayev to call for improved human rights in Kyrgyzstan. In particular, HRW said European leaders should protest against a bill passing through the Kyrgyz parliament that would limit gay rights.

Anti child labour group says activist detained in Uzbekistan

MARCH 24 2015 (The Conway Bulletin) – Cotton Campaign, a lobby group set up to stop Uzbekistan using child labour to pick its cotton, said the Uzbek authorities had detained and arrested one of its in-country reporters. Uzbekistan has not commented.

Berdymukhamedov says to allow demonstrations

MARCH 12 2015 (The Bulletin) – Starting on June 1, Turkmen citizens, organisations, and parties will be allowed to organise public demonstrations, a law signed by president Kurbanguly Berdymukhamedov stated.

This unexpected relaxation of oppressive laws governing demonstrations, took observers by surprise. It may be linked to worsening economic conditions across the country. It may be a ruse to appear more relaxed while changing very little.Turkmenistan is, after all, interested in pulling in the EU as a client for its gas.

Demonstrations in Turkmenistan are extremely rare with only a couple of small protests linked to housing in the past few years.

And the law has caveats. Any party or organisation which has been banned by the government will not be allowed to set up public action. The law also appears to be subjective stating that “individuals declared incompetent or of limited competence by a court or those who are facing legal charges” are not eligible to organise others.

All public rallies must take place at a distance from government buildings and should be aimed at the “peaceful gathering” of Turkmen citizens.

Importantly, demonstrations funded by foreign subjects will not be allowed. This echoes the country’s attitude towards NGO activities, which are strictly regulated to contain international influence.

The new demonstrations will likely be organised by pro-presidential organisations to burnish Mr Berdymukhamedov’s image at home and abroad.

Kazakh court convicts 3 policemen of torture

MARCH 18 2015 (The Bulletin) – A court in Aktobe, west Kazakhstan, convicted three police officers of torturing a robbery suspect, media reported. The sentence is a rare victory for rights activists who say torture is used by Kazakh police to extract confessions.

Azerbaijani court sentences opposition activist to prison

MARCH 17 2015 (The Bulletin) – A court in Azerbaijan sentenced opposition activist Siraj Kerimli to 6 years in prison for drug trafficking. Kerimli’s supporters say the charges have been fabricated as part of a government crackdown on dissidents. The EU and the US have both criticised Azerbaijan for its free speech and human rights’ records.

Kazakh police detain anti-Baikonur campaigner

MARCH 10 2015 (The Bulletin) – Police in Kazakhstan detained Saken Baikenov, who campaigned against Russian Proton rocket launches from the Baikonur station, for hate crimes. Proton rockets, which are used for commercial missions, have exploded and polluted the countryside. Rights groups have questioned Kazakhstan’s commitment to free speech.

Prisoners go on hunger strike in Georgia

MARCH 11 2015 (The Bulletin) – Inmates in a prison in western Georgia have started a hunger strike over the postponement of their trials, the US-funded Radio Free Europe/Radio Liberty reported quoting one of the inmate’s lawyers. Western lobby groups have criticised Georgia previously for its harsh prison system and legal system.

TV host murdered in Uzbekistan

MARCH 2 2015 (The Conway Bulletin) – Popular Uzbek TV host, Rakhmatilla Mirzayev, has been stabbed to death, Uzbek media reported. Media did not give a motive for the murder of Mirzayev who was 60-years-old and had worked for Uzbek TV for 40 years. His death, though, will once again place Uzbekistan’s rule-of-law under scrutiny.
