Tajikistan to modernise power plant

JULY 25 2014 (The Conway Bulletin) – The European Bank for Reconstruction and Development (EBRD) has agreed to loan Tajikistan $50m to modernise a vital power station, media reported. The Qairokkum plant, built in 1958, is the only power generating plant in the north of the country and supplies electricity to 500,000 homes.

Tajik state-firms’ debt deepens

JULY 29 2014 (The Conway Bulletin) – Tajikistan’s national energy company Barqi Tojik has blamed another massive state-run concern, the aluminium smelter TALCO, for part of its growing $300m debt.

Over a third of Barqi Tojik’s debts are owed to a pair of hydroelectric power facilities, which TALCO officially co-owns with Russia and Iran. Other debts are unpaid taxes to the state, salary arrears, and unpaid loans.

In an interview with Asia-Plus, a Barqi Tojik official said TALCO owed the company $50 million in unpaid energy bills. TALCO, which as reported is itself suffering from a major slump in demand for its products, has denied the allegations.

Barqi Tojik and TALCO are two of Tajikistan’s most significant state-owned companies and both appear to be in trouble.

Barqi Tojik’s debts have grown as public sector clients like TALCO (which alone consumes at least a sixth of national energy production) and other major industrial facilities renege on payments. TALCO reportedly haemorrhaged $40m last year and laid off a fifth of its workforce. The company has suffered from low prices for aluminium and alleged corruption within the political elite. Tajikistan’s economy looks increasing fragile.

World Bank OKs Tajik Rogun dam

JUNE 25 2014 (The Conway Bulletin) – A draft report by the World Bank appears to give a green light for Tajikistan to build its controversial Rogun dam which Tajik President Emomali Rakhmon hopes will provide much need electricity. Human rights workers have said that the giant dam will force 42,000 people from their homes.

Tajikistan and Pakistan agree on CASA- 1000

JUNE 24 2014 (The Conway Bulletin) – Tajikistan and Pakistan have agreed on a price for electricity, a diplomatic source told Pakistan’s Express Tribune newspaper, clearing a major obstacle for the CASA-1000 project. CASA envisages Tajikistan supplying Pakistan with electricity. Pakistani PM Nawaz Sharif visited Dushanbe earlier this month.

Pakistan PM visits Tajikistan

JUNE 17 2014 (The Conway Bulletin) – Pakistan’s PM Nawaz Sharif flew to Tajikistan for a two day trip that is seen as vital in pushing through joint energy projects. One proposal is the CASA-1000 project which would allow Pakistan to import electricity from Tajikistan and Afghanistan.

Turkmenistan promotes solar power

JUNE 13 2014 (The Conway Bulletin) – Turkmenistan’s President Kurbanguly Berdymukhamedov ordered the Academy of Science to set up a solar power institute to examine whether the renewable energy can be generated on an industrial basis, media reported. Turkmenistan sees itself as a regional energy super-power. It has signed deals to supply a third of China’s gas.

Kazakhstan sets low tariffs for clean energy

JUNE 13 2014 (The Conway Bulletin) – Kazakhstan’s government set a series of low price rates for energy generated from renewable resources, media reported, part of drive to increase the proportion of green power it uses. Kazakhstan has said it wants renewable energy usage to make up 40% of its power consumption by 2050.

Armenia to raise electricity prices

JUNE 2 2014 (The Conway Bulletin) – Armenia’s government is considering increasing electricity prices for the second year running.

Ara Simonyan, deputy minister for energy, made the omission after questions from parliamentarians who were trying to find out whether rumours of a price increase had any substance.

“The electricity tariffs are not frozen in Armenia and shall be reviewed from time to time. There is no certain decision at the moment,” he said.

Last year the state’s body for regulating electricity prices raised the cost of a kilowatt hour to 38 drams from 30 drams. Now, media has reported, the government is considering putting up prices by another 20% to around 45 drams.

This is important because rising utility prices stirs anger.

Armenians have already vented their frustration this year against proposed changes to the pension system, triggering the downfall of one government. The new government has said that it will look again at the proposed changes which would have meant that people have to put 5% of their income towards their state pension.

Mr Simonyan said hydroelectric stations were unusually dry last year meaning that less electricity was generated and that this meant prices had to rise.

Regardless, if the government does take the decision to increase electricity prices, it could generate public resentment.

Russia helps on new nuclear plant in Kazakhstan

May 29 2014 (The Conway Bulletin) -Kazakhstan signed a deal with Russia to build a new nuclear plant in Kurchatov, a city in the north-east of the country. Kazakh president Nursultan Nazarbayev has said for years that he wanted to build another nuclear power plant, although the location and partners needed to build it had not been specified.

Turkmenistan to export power to Afghanistan

MAY 10 2014 (The Conway Bulletin) – Turkmenistan has started work on a thermal power plant that will provide power to the south of the country as well as exporting electricity to neighbouring Afghanistan, media reported. The West has been urging Turkmenistan, which is relatively stable and wealthy, to play an increased role in Afghanistan.
