Markets: Inflation rallies in Armenia, Azerbaijan and Tajikistan

SEPT. 18 2015 (The Conway Bulletin) — On inflation, the data looks worse in Armenia, Azerbaijan and Tajikistan, compared to other economies which have managed to keep prices flat. In the period between Jan.-Aug. 2015, prices in Armenia grew by 4.8%, in Tajikistan by 3.2%, in Azerbaijan by 3.8%, according to their statistics committees.

Despite the steady growth in consumer prices, the region’s economies are containing inflation. For a comparison, inflation in Russia reached 15% in August.

Czech Airlines fly to Armenia

SEPT. 15 2015 (The Conway Bulletin) — Czech Airlines said it will fly between Prague and Yerevan from Dec. 13 to Jan. 16. Jan Toth, the company’s director of marketing said the airline wanted to cover the busy Christmas and New Year period.

Azerbaijan and Armenia foreign ministers to meet

SEPT. 15 2015 (The Conway Bulletin) – The foreign ministers of Azerbaijan and Armenia will meet in New York on the fringes of the UN General Assembly on Sept. 24/25, media quoted Azerbaijani foreign minister Elmar Mammadyarov as saying. Azerbaijan and Armenia are still officially at war over the disputed region of Nagorno-Karabakh.

Putin gives Armenia $200m

SEPT. 7 2015 (The Conway Bulletin) – After meeting Russian President Vladimir Putin at his villa outside Moscow, Armenian president Serzh Sargsyan said that Russia had agreed to give Armenia a loan of $200m to modernise its military. Russia is one of Armenia’s most important allies and keeps a large military base in the country.

Armenian PM wants open border policy

SEPT. 8 2015 (The Conway Bulletin) – Armenian PM Hovik Abrahamyan wants to allow citizens of the Eurasian Economic Union (EEU) to travel to Armenia without a passport, media reported. He said only 20% of Russians have passports, a major drag on potential tourist numbers, and suggested that they could travel to Armenia on internal passports.

Russia cuts gas price for Armenia

SEPT. 11 2015, YEREVAN (The Conway Bulletin) — Russian gas monopoly Gazprom agreed to cut the price of gas it sells to Armenia by 12%, giving the Armenian government much needed economic breathing space.

The economic turmoil blowing through the former Soviet region has hit Armenia hard. Its dram currency has lost around 20% of its value and its economy is stalling.

Inflation is also rising and protesters have become increasingly agitated about utility price increases. Earlier this year, thousands of people demonstrated against proposed electricity price rises, eventually forcing the government into a climb-down.

Now Gazprom, which owns 100% of Armenia’s gas network, appears to have taken pity on Armenia.

Shushan Sardaryan, a spokeswoman for Gazprom Armenia, said that the new price was set at $165, down from $189, for 1,000 cubic metres of gas.

“The current price of natural gas was based on an exchange rate of $1 equalling 416 Armenian drams,” she told reporters. “But the exchange rate significantly differs from this level and the fluctuations damaged the company.”

The dram is now hovering at around 480 against the US dollar.

Ms Sardaryan also made the point that although Russia had reduced the cost of its gas to Armenia, this price reduction would not be passed on to consumers.

Instead, the saving would be made by the government. Armenia has also floated the idea of pricing its gas in roubles, rather than US dollars, a move which would, in theory, protect it from price rises linked to the devaluation of its dram currency.

Refugees from Syria resettle in Armenia

SEPT. 10 2015 (The Conway Bulletin) – Around 15,000 ethnic Armenians have fled their homes in Syria and resettled in Armenia, the BBC quoted the UN as saying. More than 100,000 Armenians had lived in Syria, mainly around Aleppo before a civil war broke out in 2011.

Food prices rise in Armenia

AUG. 31 2015 (The Conway Bulletin) – A significant increase in the cost of potatoes is upsetting locals in Yerevan, the Armenianow website reported. It said the price of potatoes had doubled over the past month. The government, though, has said the increase in prices is purely seasonal and will drop back down.

Constitution referendum in Armenia likely by end of year

SEPT. 1 2015 (The Conway Bulletin) – Armenia is likely to hold a referendum in either November or December on constitutional amendments that would transfer power from the president to parliament, a senior member of the ruling HHK group told media.

This is clearest indication yet that a referendum on a new constitution, which the main opposition parties have said is designed to keep President Serzh Sargsyan’s grip on power when he leaves the presidency in 2018, is more than likely this year.

Vahram Baghdasaryan, leader of the HHK group, said: “If not in November, then in the beginning of December.”

This important because of the potentially destabilising impact of a referendum. Widespread street protests against a proposed increase in electricity prices in June showed just had fragile Armenia had become. Now the main opposition groups have pledged to turn the referendum into a de facto vote of confidence in the government and Mr Sargsyan.

Under the current constitution, Mr Sargsyan has to leave the presidency after two consecutive terms. He has said that he will comply with this stipulation but he has also said that he wants to transform Armenia into a parliamentary democracy.

His opponents say that he just trying to organise a power grab from inside parliament and that he wants to continue to run the country.

Armenia’s parliament is currently debating the constitutional changes. The ruling HHK group has said it is prepared to offer concessions to some of Armenia’s disparate opposition groups on the constitutional reform package in exchange for support.

Fighting by Armenian-backed separatists

SEPT. 3 2015 (The Conway Bulletin) – Shelling along the de facto border around the disputed region of Nagorno-Karabakh killed at least one Armenian solider, media reported quoting Armenian sources. Sporadic fighting around Nagorno- Karabakh, which is controlled by Armenian-backed separatists, is fairly commonplace.
