Turkmenistan releases journalists

FEB. 22 2013 (The Conway Bulletin) – After seven years imprisoned in a Turkmen jail, the authorities have released Turkmen journalists Annakurban Amanklychev and Sapardurdy Khadjiyev.

Both men are, reportedly, gravely ill. Their home since August 2006 was the Turkmenbashi prison — named after previous President Sapamurat Niyazov — in a western desert region. Temperatures plummet during the winter and soar during the summer. Conditions are cramped and dirty.

Mr Amanklychev and Mr Khadjiyev’s crime was to apparently hold illegal firearms and ammunition. It was an offence they were arrested for immediately after helping a French TV company produce a documentary about Turkmenistan in 2006.

Their case highlights the dubious record on freedom of speech in Turkmenistan and, indeed, across much of Central Asia and the South Caucasus.

Reporters Without Borders, the Paris-based NGO that reported their release, continually rates Turkmenistan at the bottom of their freedom of speech ratings, alongside North Korea.

In Turkmenistan, reporting issues the government doesn’t want made public is dangerous work.

At least Mr Amanklychev and Mr Khadjiyev are alive, if only just. A third journalist, Ogulsapar Muradova, arrested with them didn’t make it. He died in 2006 in pre-trial detention.

UAE President visits Turkmenistan

FEB. 16 2013 (The Conway Bulletin) – Underlining the growing importance of Turkmenistan as a regional gas exporter, the president of the UAE, Shaikh Khalifa bin Zayed Al Nahyan, flew to Ashgabat for talks with Turkmen president Kurbanguly Berdymukhamedov. Media reported that the two leaders agreed to increase cooperation.

Turkmen Pres. sacks equine association head

FEB. 18 2013 (The Conway Bulletin) – Turkmen President Kurbanguly Berdymukhamedov sacked the head of the national equine association live on television for not sufficiently promoting the horse industry, media reported. Mr Berdymukhamedov has set much weight in promoting various aspects of the Turkmenistan’s culture since becoming president in 2007.

FEB. 13 2013 (The Conway Bulletin) – Turkmen president Kurbanguly Berdymukhamedov signed a deal with his visiting Ukrainian counterpart, Viktor Yanukovich, to resume gas exports to Ukraine. Ukraine had imported gas from Turkmenistan until a few years ago when it switched to Russia. Now it wants to diversify its imports and include Turkmen gas.

Privatisation begins in Turkmenistan

FEB. 4 2013 (The Conway Bulletin) – A shopping centre, a food production plant and a chain of car repair garages will be the first state-owned enterprises sold on March 9 during Turkmenistan’s privatisation process, media quoted officials as saying. More items are due to be privatised although it is unclear if this will include oil and gas assets.

Turkmenistan moves towards WTO

JAN. 19 2013 (The Conway Bulletin) – It may, at times, feel slow, but Turkmen president Kurbanguly Berdymukhamedov is opening up Turkmenistan. Media reported that he has instructed one of his ministers to study entry into the World Trade Organisation (WTO) for Turkmenistan, which has a reputation for being one of the most closed and repressive countries in the world.
